These rules prevent people from smoking around the campus area and impose a fine to those that are found smoking. The effectiveness of the rule is ensured by putting up posters that indicate that people are not allowed to smoke. The rule has been effective with many people having to pay the fines due to smoking. Others have learned from the experience of those that have already paid the fines and thus are able to refrain from smoking.
